For SQL Server :

SELECT COUNT(COLUMN_NAME) 
 FROM INFORMATION_SCHEMA.COLUMNS 
 WHERE TABLE_CATALOG = 'GALAXY' AND TABLE_SCHEMA = 'DBO'
  AND TABLE_NAME = 'CIF_CARDPRO_IRIS_USDDATA'

For Oracle :

SELECT COUNT(*) 
 FROM USER_TAB_COLUMNS
 WHERE TABLE_NAME='TBLTRANSACTIONLOG'
